Certification
By law, septic work is to be completed by trained
and licensed professionals. To that end, COWRA's mission is to
uphold the standards of the trade and to assist all those who wish
to seek further training and professional designation. We work
in close cooperation with the State of CT Dept of Public Health
to support the licensing programs under their jurisdiction:
Septic Installers
Septic Cleaners

to request more information for the Installers-Cleaners Exam. Exams
are offered quarterly. See the schedule below. If you have questions,
contact us at COWRA and we can help.
Septic Inspection
Over the years, members of COWRA
have participated in teams to standardize the format in which
septic inspections are documented in CT. Throughout the 2002-
2003 term, the Connecticut Onsite Wastewater Recycling Association
Executive Board of Directors has discussed, at great length and
with fervor, a need to establish consistent guidelines for those
qualified to perform septic inspections in the state of CT. Currently,
the certification is held at a national level.
This is a topic that requires
input from all. If you have an opinion, or wish to become involved
in a committee, forming to identify criteria for possible certification
for CT, contact us at COWRA! We need your voice.

Re: Technical Standards Revisions
The Technical Standards for Subsurface Sewage Disposal
Systems have been revised effective January 1, 2004. The standards
were available on the program's website but apparently were recently
pulled down. This is what we have:

Did you order your new codes yet? The
Technical Standards for Subsurface Sewage Disposal Systems have
been revised effective January 1, 2004. Local health department
staff will be provided copies of the code/Technical Standards
in the near future. Copies can also be obtained by sending a
three-dollar ($3) check or money order (payable to: Treasurer,

The program will be conducting 1/2 day regional
seminars around the state to update directors of health, sanitarians,
engineers, and installers on the revisions. Local health departments
have made the arrangements for the seminars. Seating may be limited;
therefore, you must pre-register by calling the phone number for
